You have come but not quite. These are the air intakes ECS (Environmental Control System ), we, like off the air conditioning system of the aircraft, used for cooling eg avionics compartment of or certain components of the aircraft. In the commercial aircraft ECS encompasses the entire pressure and conditioning system (temperature and humidity) of the passenger cabin for example.
Specifically in the picture you can see the air inlet of the system and the five leaks in the system. At the bottom no longer the source of air for a heat exchanger. design Super Hornet forced to make some changes in that system adapt to the needs of cooling . Although normally part of the air entering the ECS often bled main engine compressor (minus some power to them), sometimes used as impact air (air RAM) in a more "cheap" and "fresh"; D.
Apparently the logic the Super Hornet auxiliary input makes that is open and continuous when the airplane on the ground with their engines running or if you need an extra auxiliary air for cooling in flight phase.
